珠江水系东江流域上下游生态补偿机制

划分了基于水资源分配方案的东江流域生态补偿主体和客体,计算了流域水资源价值、生态系统服务价值和保护与改善费用,以及基于水资源价值的生态补偿费用和标准;探讨了东江流域生态补偿的机制和体制,建议采取基于水资源价值的下游补偿上游模式,以及与国家现行政策、机制相结合;在资金管理和运作方面,建议成立东江流域生态补偿基金委员会,由基金委负责资金管理和项目立项、评估、审核及实施过程的监督和验收。

Upstream and downstream ecological compensation mechanism in Dongjiang River Basin in Pearl River water system

The subject and object of ecological compensation in the Dongjiang River Basin were divided based on the water resources allocation scheme. The value of water resources and ecosystem service in the region, the expense of protection and improvement and the ecological compensation fees and standards, based on the value of water resources, were calculated. The Dongjiang River Basin ecological compensation mechanism and system were discussed. It is recommended to adapt downstream compensating upstream mode, based on the water resources value, combined with national policies. In terms of cash management and operation, the Dongjiang River Basin ecological compensation fund committee is recommended to establish, which is responsible for fund management, project establishment, evaluation and audit and supervision and inspection of implementation process.
