滨海核电站温排水的混合区设置

摘    要:重点分析了我国核电站温排水问题审管中存在的关键问题——温排水混合区的范围的界定。从两个不同角度,即水力学角度和监督管理的角度定义混合区。借鉴美国各州关于混合区的定义,指出我国也应从监督管理角度,遵循保护水生生态系统的原则定义混合区的范围。针对温排水对水生态环境产生较大影响以及我国温排水对水生态环境影响的研究未能进行定量分析的现状,指出混合区设置应以温排水对水生态系统的环境影响为出发点。参考国外的温排水混合区的监管指标,指出我国应以某一拟建或在建核电站为例,由点及面,展开温排水混合区设置的研究,制定出适合我国海域生态特征的核电站温排水的混合区监管标准。
