摘    要:分析了江苏省水资源的特点 ,指出发展节水灌溉可以提高水资源和土地利用率 ,缓解水资源供需矛盾 ,促进农业可持续发展。提出江苏省发展农业节水的主要途径为加强渠道防渗 ,推广水稻节水高效灌溉技术 ,发展沟灌、畦灌、喷灌、微灌地膜覆盖栽培技术。提出为加快节水农业的发展 ,必须依法治水 ,广泛筹集资金 ,改革水利工程管理体制 ,加大科技投入 ,理顺水费价格。

Abstract:Based on some features of water resources in Jiangsu Province, such as small run off amount, uneven space time distribution, large amounts of water flowing through the region, serious demand supply conflict, low utilization rate of water resources, and serious water pollution, it is pointed out that water saving irrigation may help improve the rate of utilization of soil and water resources, mitigate the demand supply conflict of water resources, increase the income of villagers, and promote the development of related industries and the sustainable development of agriculture. Main approaches are also proposed to the development of agricultural water saving in Jiangsu Province, including strengthening seepage control from channels, popularizing high efficiency water saving rice irrigation technology and mulched cultivating technology, and developing furrow irrigation, block irrigation, spray irrigation, and micro irrigation. Besides, some measures are also put forward for accelerating agricultural water saving, such as law based water management, fund collection through various channels, reformation of the management system of water resources projects, increase of investment in science and technology, and regulation of water price.
