南水北调中线干线工程变更与索赔管理的思考

工程变更与索赔在水利工程建设中不可避免，工程变更与索赔管理是工程建设管理的一项重要内容，对投资控制至关重要。南水北调中线干线工程建设特点导致工程变更与索赔管理成为工程建设管理工作中的一个重点和难点。通过对中线干线工程变更与索赔管理工作存在的问题进行分析，针对加强中线干线后续工程建设过程中的工程变更与索赔管理工作。提出了几点思考。

Engineering changes and claims of water project construction are inevitable. The management of engineering changes and claims is an important work in water project construction management and essential for project investment control. The management of engineering changes and claims is an emphasis and difficulty point of project construction management in South-to-North water diversion middle route project, because of the characteristic of the project. This paper puts forward of some consideration on strengthening the management work of engineering changes and claims in subsequent project, on the basis of analysing of the problems existing in the management of engineering changes and claims in the middle route project.
