加拿大水电开发与大坝安全管理体系研究

摘    要:加拿大水电开发已有120年历史,大坝安全管理技术实践经验丰富。在系统阐述加拿大水力资源基本概况和开发建设最新进展的基础上,详细梳理了加拿大大坝安全管理体系,分析了加拿大大坝安全导则和加拿大大坝公共安全导则的理念与技术方法。结合我国大坝安全管理的实际情况,建议我国完善大坝安全管理法律法规,明确各方职责,提升技术水平,确保多方联动应急管理科学有效,建设全生命周期风险管理体系,加强科普宣传以提升公众认识。

Abstract:Hydropower development in Canada has been 120 years and Canada should have rich practical experiences in the field of dam safety management.On the basis of systematically expounding the introduction of Canada's hydro resources and the latest development and construction status,the dam safety management system of Canada,and the principles of Dam Safety Guidelines(2013 Edition)and Guidelines for Public Safety Around Dams are analyzed in detail.Combined with the actual situation of dam safety management in China,it is recommended to improve the dam safety management laws and regulations,clarify the responsibilities of all parties,improve the technical level,ensure the scientific and effective implementation of multi-party emergency management,build a life-cycle risk management system,and strengthen popular science propaganda to enhance the public understanding.
