电力备用市场化运营问题研究

电力产品不能储存，为保证电力系统的稳定，其供给与需求必须保持实时平衡，备用的功能显得尤为重要，因为它可以避免系统不平衡所带来的各种风险。在新的电力市场竞争环境下，电力备用的市场化运营问题也必然提到议事日程上。对未来新的竞争环境下电力备用市场化运营问题的国内外研究现状进行了综述与分析，内容包括谁需要电力备用，需要多少，如何获得?谁应支付备用费用，支付多少?结合我国的国情，对我国电力备用市场化运营提出了合理化建议。

Study on the marketing operation problems of reserve electricity

Because the electricity cannot be stored, the p ower system must maintain a continuous, instantaneous balance between power production and consumption in order to ensure the system stability and the role of reserve electricity is to avoid the risk of the imbalance between the power supply and demand. With the setting up of the competitive electricity market, people need to reconsider the reserve market for the technical and economical reasons. This paper summaries the study on the market operation of the reserve power in the world under the new environment: Who needs it? How much will be needed? How to procure it? Who will pay it? How much does it cost? This paper also gives some reasonable suggestions to the market operation of the reserve power market in China in consideration of the Chinese situations.
