天津市新型城镇化与水资源耦合协调发展研究

摘    要:为探究天津市新型城镇化建设与水资源系统的协调关系与可持续发展情势,通过构建水资源安全评价指标体系与新型城镇化评价指标体系,利用耦合协调度模型,测算天津市2009年~2018年水资源系统与新型城镇化的耦合协调度。结果表明,天津市新型城镇化建设在积极稳妥地推进,其中经济城镇化发挥着主导作用,空间城镇化较为滞后;水资源系统不断优化,逐渐趋于稳定,但其承受的压力与日俱增,水资源响应对于水资源压力的增加仍然不足;新型城镇化与水资源的耦合度接近于1,两者有极强的相互依赖性,且协调度曲线波动上升,两者的发展趋向于有序、和谐。但由于水资源系统整体水平相对较低,新型城镇化发展速度较快,水资源系统综合水平的提升逐渐滞后于新型城镇化发展。

Abstract:In order to explore the coordination relationship between the development of new-type urbanization and the water resources system in Tianjin and the sustainable development situation,the water resource safety evaluation index system and the new-type urbanization evaluation index system are constructed,and the coupling coordination degree model is used to calculate the coupling coordination degree between Tianjin s water resources system and new-type urbanization from 2009 to 2018.The results show that,(a)the new-type urbanization in Tianjin is actively and steadily promoted,in which the economic urbanization plays a leading role and the spatial urbanization is relatively lagging behind;(b)the water resources system is continuously optimized and gradually stabilized,but the pressure it bears is increasing day by day,and the response to the increase in water pressure is still insufficient;and(c)the coupling degree of new-type urbanization and water resources is close to 1,the interaction between the two is close,the degree of coordination shows a fluctuating upward trend,and the development trend of these two systems tends to be balanced.However,due to the relatively low overall level of the water resources system and the rapid development of new-type urbanization,the improvement of the comprehensive level of the water resources system has gradually lagged behind the development of new-type urbanization.
