区域水资源可持续开发评价的层次分析法

依据可持续发展理论，把区域水资源可持续开发系统分为人口、经济、生态环境三个子系统，根据三个子系统对区域水资源可持续开发的影响，建立区域水资源可持续开发的指标体系，并用层次分析法计算各指标的权重。结果表明：农业、工业、第三产业的水资源重复利用率及其比重（P25）居第一，单位耗水资源量的GDP（P21）居第二，人口的节水意识（P15）居第三，单位耗水量的第三产业的产值及占GDP的比重（P24）居第四；而人均水资源占有量（P11）和植被的覆盖程度（P34）所占的权重最小。据此制定以提高区域农业、工业、第三产业水资源的重复利用率和以发展第三产业为主的产业结构调整，同时提高人们的节水意识，实现单位耗水量的最大GDP产出的区域发展战略，从而最终实现区域的可持续发展。

Application of analytic hierarchy process in the evaluation of local water resources sustainable development

Based on the theory of sustainable development,regional water resources sustainable development system is made of three subsystems population subsystem,economy subsystem,ecological environment subsystem.And according to the impact of the three subsystems on the regional water resources sustainable development system,indicator system of water resources sustainable development of regional system is established,then the weight of each indicator is calculated by AHP.The result indicates that,among the 15 indexes of the index system,the rate of water resources reutilization in agriculture,industry and the third industry and their weights are the most important,the GDP produced with consuming unit water resources quantity is the second,the population's consciousness of saving water is the third,the production of the third industry with consuming unit water resources quantity and its weight in GDP are the fourth.Moreover population mean water resources quantity and the cover degree of vegetation are the last.Thus according to the relative weight of each index in index system,the regional development strategy is laid down for improving the rate of regional water resources reutilization in atgriculture,industry and the third industry,adjusting industry structure mainly development the third industry,at the same time,improving people's consciousness of saving water,and realizing the biggest GDP with unit consuming water resources quantity.So at last the regional sustainable development is realized.
