枕头坝一级水电站设计优化与相应的投资控制风险

摘    要:设计优化带来的经济效益与后期因设计优化带来的合同风险及承包人因此提出索赔要求之间的矛盾逐渐凸显。枕头坝一级水电站导流明渠边坡开挖设计优化致使边坡开挖线及围堰轴线外移(向河床方向),承包人因此对总价承包项目提出方案变化,要求增加工程投资;同时因边坡开挖优化,围堰轴线外移,导致河道侵占增加,开挖料减少,给后期防洪度汛和混凝土骨料料源带来风险。因此,正确处理好设计优化与相应的投资控制风险的关系十分重要。

Abstract:The contradiction between the economic benefits of design optimization and the post contract risks and contractors’ claims caused by it is gradually emerged.The design optimization of diversion channel slope excavation in Zhentouba Hydropower Station results the original slope excavation line and cofferdam axis moving to riverbed.These changes cause the contractor’s claim for additional engineering investment,and at the same time,that also increases the river channel encroachment and decreases the excavated materials,which will increase the risks on post flood control and concrete aggregate supply.Therefore,dealing with the relations correctly between the design optimization and corresponding investment risk control is very important.
