摘    要:水电是清洁、可再生能源,对改善我国能源结构、减少温室气体排放作用巨大。水电工程有利于防洪减灾、供水灌溉,缓解人口和资源的矛盾,保障区域和城乡经济、社会发展,促进人和自然和谐共处,其综合效益显著;但工程建设也会对生态与环境带来一些不利影响。随着人们环保意识的提高,对水电开发环境保护的要求也越来越高。为促进水电开发与环境的协调和可持续发展,应坚持科学发展观,提高对水电开发环境保护的认识;全面客观评价水电开发的环境效益与可能的不利影响;强化环境保护法制观念,加强环境管理,落实环保措施,实施全过程跟踪评价和监控;坚持以人为本,实现人和自然和谐共处。

Abstract:Hydropower is a clean, renewable energy, which contributes much to the improvement of China's energy composition and reduction of gaseous emission. Hydropower project is beneficial to the flood control, water supply, irrigation, ease of the contradiction between population and resources, secure of a regional, urban and countryside economy and social development. It can also help human being and nature exist in harmony. The hydropower has an outstanding multi-purpose benefit. However hydropower development has some negative impact to the ecologic environment. Along with growth of sense of environment of people, the requirement for environmental protection in hydropower development is increasing. In order to obtain a well-coordinated relationship between hydropower development and environment and a sustainable development, the viewpoint of scientific development must be adhered to and the understanding of environmental protection in hydropower development must be upgraded. Both the benefit and the possible adverse impact to the environment by hydropower development should be appraised in an all-round and objective way. The concept of environmental protection by law must be enhanced. Strengthening the environment management, carrying out the environmental protection measures, implementing a total follow-up, appraisal and monitoring; Sticking to the principle of people orientated and realizing a harmonic co-existence between human being and the nature.
