长江流域防洪问题浅析

经过多年建设,长江流域初步形成了工程措施与非工程措施相结合的防洪减灾体系。防汛抗洪工作取得很大成效,但在防汛抗洪实践中也暴露出水库、堤防、蓄滞洪区运用、山洪灾害防治、水库群联合调度、城市防洪等薄弱问题。依据当前长江流域防洪能力和防洪形势的分析,总结了近年防汛抗洪工作成效。结合防汛抗洪工作实际,指出了当前长江流域防汛抗洪工作中存在的薄弱环节,并有针对性地提出了下一步工作建议。

Issues with flood control of Yangtze River Basin

Thanks to the efforts over the past years, a flood control and disaster reduction system that combines structural and non-structural measures has been built in the Yangtze River Basin. Although great achievement has been made in flood defense, improvements need to be made in the aspects of joint operation of reservoir, embankment and flood retention areas, prevention of mountain flood and unified operation of groups of reservoirs and urban flood control. Weaknesses have been found in flood defense in the Yangtze River Basin and recommendations are made for the work in the next step based on evaluation of flood control capacity and requirement as well as summary of working experiences in recent years.
