《长江流域综合规划》修订中的生态与环境思考

《长江流域综合规划》修订的范围应覆盖从长江源到长江口，把维护长江水生生物多样性放在重要位置，对水能资源进行合理、适度的利用，应重视西部大开发、西电东送战略的实施对长江源地区生态与环境的影响，对流域综合规划进行规划战略的环境影响评价，按照维护健康长江的要求，研究长江可利用的水资源量和合适的水资源利用率。

Taking Ecological and Environmental into Consideration in Revising of Pragram on Comprehensive Utilization of the Yangtze River Basin

the scope of revision of program on comprehensive utilization of the Yangtze river basin should cover the whole basin from river source to the estuary and put diversity of aquatic lives at the first place. Hydropower energy should be developed rationally. Moreover, environmental impact on the source areas of the Yangtze River by the implementation of strategies of Western Development and Transferring West Electricity to the East should be carefully evaluated. The quantity and efficiency of water resources of the Yangtze River should be studies based on the requirement of sustaining a healthy life of the Yangtze.
