对水资源配置的认识与思考

水资源配置包括两个阶段,即在考虑流域生态环境用水和流域公共用水的前提下,将流域可利用水资源量分配到流域内的各个区域;各省按照流域水资源配置的份额,在省内进行再配置.水权明晰后水资源配置要按照经过批准的流域水资源配置规划方案,建立适应社会主义市场经济体制要求和符合我国水资源特征的水市场,规范水权转让行为.做好水资源配置工作,要充分发挥流域机构在水资源配置中的主导作用,正确处理水资源配置与预测分析的关系,深入分析、研究和处理流域水资源配置的重大问题,认真做好协调平衡工作.
