| 摘 要： | 针对密西西比河流域频繁不断的洪水灾害,美国的防洪策略也经历了唯堤论防洪、控制洪水、洪水管理、人水和谐等阶段。其防洪经验表明:高标准防洪工程、先进的流域防洪管理、高科技手段、完善的法制体系等的综合运用是防御洪水灾害的有效措施。

| Abstract: | With the frequent flood disaster in Mississippi River,the United States has also experienced several phases of the flood prevention strategy including:flood control only on embankment,flood control,flood management,water and human harmony.Its experiences show that the integrated use of high standards flood control projects,advanced river basin flood management,high-tech means,perfect legal system,is effective measure for flood prevention. |
