| 摘 要： | 黄河流域冬季由于受来自西伯利亚季风的影响，气候干燥寒冷，降雨稀少，流量较小，许多河段都要结冰封河，在气温、流量及河道特征等因素的综合作用下会造成冰凌洪水灾害。通过对上、中、下游凌情的分析，提出利用水库控制泄流减轻或避免凌汛灾害。

| Abstract: | Due to the influence of Siberia monsoon in the Yellow River Basin, the winter is dry and cold with little rainfall and river flow is relatively low, thus many river sections are frozen and may be flooded by ice jams under the action of multi factors of temperature, flow and features of river courses. It is suggested to control the discharge by reservoirs, so as to alleviate and prevent the happening of ice jam disasters. |
