Viewing the Water Resources Utilization and Manage ment in the Yellow River with the Colorado River in USA as a reference

It is a model for USA and even for the world that water resources development, utilization and management in the Colorado River. Its river characteristics as well as water resources conditions are quite familiar with that in the Yellow River. Comparing, summarizing the experience and lessons from the development, utilization and management of the Colorado River, we can consider comprehensively, systematically and dialectically about water resources in the Yellow River based on macro-system of economic society and micro-system of water resources itself. To establish legislative system for water resources in the whole basin and strengthen the integrated basin management; to promote and encourage the conservation and protection of water resources in the basin with the leverage of policy, laws and economic measures; to link trans-basin diversion with water saving within the basin and develop rationally at appropriate time. It must speed up the propaganda about rational development, utilization conservation and protection of water resources in the Yellow River Basin.
