| Abstract: | In order to meet the challenge of the new century, water sector should change traditional water conservancy to sustainable developing water resources and set up broad water resources with functions of resources, environment and ecology. The existing river basin management institution cannot fit the realization of this objective and we should consolidate river basin management system in line with water development objective in the new century. |
