生态环境建设与水资源的保护和利用

从植被建设、水土保持和荒漠化的防治三个方面阐明了它们在涵蓄保持水分、调节径流、改善水质及本身的水分消耗对河川径流量的影响等作用和影响，充分肯定了生态环境建设的有利水文效益，也指出了应面对的水资源限制问题，强调了保证提供生态环境用水的迫切性。

Eco-environment Construction and Its Role in the Protection and Rational Utilization of Water Resources

The paper discusses the role of eco-environment and its impact on the protection and rational utilization of water resources. Stating from the discussion on the concept and scope of the eco-environment construction, it expounds separately the roles of vegetation restoration/construction, water and soil conservation and combating desertification and their impacts on the water conservation capacity, run-off regulation, flood control and flow stabilization, water quality improvement and the impact of their own water consumption on the total flow of rivers. The pos-sitive hygrological effects of eco-environment construction were pointed out, and the constraints of water resources facing eco-environment construction were also indicated. This paper analyses conceptually and quantitatively the use demand of eco-environment construction on water resources with emphasis on the urgency to provide such water use. Finally, the fundamental scientific problems which need to be studied and clarified, are indicated in this paper.
