水利作为国民经济的基础设施，必须以科学发展观统筹水利与国民经济的协调发展。我国的水利事业已经从以工程为主、为农业服务为主体的时代。逐步开始转入强调水管理、节水、水生态、水环境、法规等领域。水问题依然是我国经济社会发展的主要影响因素。在今后的水利发展中，要坚持统筹兼顾的原则，按照全面协调、可持续发展的要求，为经济社会发展提供系统保障。

Securing economic and social development in line with requirement of harmonized sustainable development

As the basis of national economy, water infrastructure must be harmoniously developed based on scientific outlook. The focus of water undertaking has gradually transferred from structure-oriented and serves for agriculture to water management, water conservation, ecological recovery, water environment and legislation. Water issue is still one of the main influential factors to national economic and social development. In the future water development, guideline of insisting on taking all factors into consideration, harmonious and sustainable development should be followed, so as to provide guarantee for economic and social development.
