水权、水利金融初探

从大自然的视角看,完整的水权体系应包括人类社会水权和生态水权,人类社会只能置换生态水权或暂时有代价地剥夺生态水权.水权与水利金融之间具有十分密切的关系,在水资源开发利用与保护过程中,应注意使人的生产与生活同自然的变化与发展相协调,健全水权体系,发展水利金融.

Preliminary Studies on Water Rights and Water Finance

From the nature point of view, complete water right system should include water rights of human and society as well as ecological water right. Human beings can only replace right for ecological water use or temporarily deprive ecological water right at costs. Water right and water finance have a close relationship. In water resources development and protection, more attention should be given to a harmonized development of people production or living with the nature. The completion of water right system should promote the development of water finance.
