| 摘 要： | 水资源安全问题是当今世界各国面临的、尚需解决的重大问题。从水安全理论研究历史和现状入手，系统界定了水安全及水资源安全的概念，重点阐述了水安全理论在水资源安全评价、水资源安全预警、虚拟水战略以及水资源安全管理等方面的研究进展，并结合当前水安全理论研究的最新进展，指出了水安全理论发展的趋势及需要深入探讨的方向。 |

| Abstract: | Water resources safety has become a crucial and irresolvable issue faced by all countries in the world. The writer defines the concept of water safety and water resources safety systematically and mainly discusses the progress of studies on water safety theory in terms of evaluation of water resources safety, forecasting of water resources safety and virtual water strategy and management of water resources safety, starting from historical and present studies of water safety theory. It points out the study trend of water safety theory and direction for further discussions, taking the most recent progress of studies of water safety theory into consideration. |
