水利信息化顶层设计初探及进展

近年来，水利信息化发展迅速，逐步进入全方位、多层次推进的新阶段。在水利信息化发展过程中，《全国水利信息化规划》特别是其中提出的水利信息化综合体系逐步成为水利信息化建设的基本依据。为进一步对水利信息系统特别是近期八大重点工程的规范和引导，水利部信息化工作领导小组办公室正在组织编制水利信息化顶层设计。文章在介绍硕层设计的概念以及国内外顶层设计实践的基础上，对水利信息化顶层设计目标、思路、主要内容进行了探讨，并介绍了水利信息化顶层设计工作进展情况。

Discussion on water information top-level design

In recent years, China is witnessing a rapid and amazing rise in Water Informatization and gradually enters omni-directionally and the multi-level advancement new stage.《National Water Informationization Plan》 specially ＂the water informationization integrated system architecture＂ gradually became the basic basis of the water informationization construction. But there is distance between the plan and the information system engineering. For further to specify the water information short-term eight big priority projects, Informatization Office of Ministry of Water Resources has assembled staff to compile Water Informationization Top-level Design. This paper introduces the Top-level Design concept as well as the domestic and foreign top layer design cases, and the goal, the primary coverage and the progress achieved of the Top-level Design.
