摘    要:从城市和流域点面结合的途径,系统研究了流域雨洪资源利用的若干关键技术问题,重点对雨水、洪水资源利用评价和利用模式进行了研究。在城市雨水资源利用方面,以北京市城区为研究对象,结合不同时期下垫面变化.分析了城市化进程的水文效应及其降雨径流水质特征,定量评价了北京规划市区雨水资源可利用量。在流域洪水资源利用研究方面.以海河流域为研究对象,辨析了流域洪水资源利用量、可利用量、利用潜力等指标的概念和内涵.建立了相应计算模型,定量评价了全流域及二级区的洪水资源利用现状和利用潜力,同时提出了流域层面的洪水资源利用模式。

Abstract:Several key problems of rain and flood resources utilization are studied systematically, taking the urban and basin as a whole. Investigation on rain&flood resources utilization assessment and their utilization model is particularly emphasized. The urban district of Beijing city is selected for studying the urban rain resources utilization. Based on the change of underlying surface during different periods, hydrological effects of urbanization and water quality traits of rain and runoff is analyzed, in order to evaluate the quantity of available rain resources in Beijing city. Haihe basin is picked for studying the basin flood resources utilization. It analyzes the concept and meaning of some index, such as flood resources used, flood resources available, flood resources potential, etc. With the proposed evaluation methods, the flood resources condition of Haihe Basin and its four sub-basins is appraised. Besides, multi-objective risk decision-making models are established for flood resources utilization of reservoirs, canals and flood division area in Baisanhe Basin.
