北京市中小河流治理模式探讨

以往人们注重河流防洪、排水功能和资源开发,忽略河流生态建设与维护;由此导致了严重后果。在重新认识河流防洪、资源、环境、生态等综合功能的基础上,提出维护河流健康生命与开发利用河流资源相协调的生态治河理念,探讨有利于"人与自然和谐共处"的生态治河模式,加深社会各界对生态治河的了解和认识,以推进北京市经济社会健康、快速发展。
