| 摘 要： | 基于我国水资源开发利用现状与面临形势,根据最新发展需求,开展水资源开发保护总体思路研究,在此基础上,进行水资源合理配置方案制定.从处理好水资源、经济社会与生态环境三大系统之间的相互关系出发,提出了水资源开发保护的总体思路.根据我国不同用水行业的需求分析,结合不同地区的自然特点与资源环境状况,提出了我国水资源配置总体格局及东西互济、南北调配的水资源配置体系,进而提出我国水资源总体配置方案.
