摘    要:为解决现有水资源配置和管理缺乏通用性、可操作性差且不易推广、两者相互脱节等问题,同时也为使最严格水资源管理制度有效落买,将水资源配置及管理研究从数据到信息、从信息到知识、从知识到智慧的方向集成发展,提出水资源动态配置及严格管理新模式,研究新模式的动态特征、理念和框架,以及相应的理论和技术支撑.提出了新模式下动态配置及严格管理的应用流程.新模式的提出可为水资源的持续高效利用、经济社会稳定发展和最严格水资源管理制度的有效落实提供新的方法和指导.

Abstract:A new mode of water resources dynamic allocation and strict management is proposed from an integrated perspective, including data, information, knowledge as well as wisdom, which is aim at solving the problems water resources allocation and management, such as lacking generality, poor operability and hamper in popularization and so on. Furthermore, the application procedure is proposed on the bases of dynamic character, concepts, frames and related theories as well as technologies, which could provide new methods and guidances for water resources sustainable and efficient utilization, social and economic stable development as well as the effective implementation of the most strict water resources management system.
