Studies on a new mode of water resources dynamic allocation and strict management

A new mode of water resources dynamic allocation and strict management is proposed from an integrated perspective, including data, information, knowledge as well as wisdom, which is aim at solving the problems water resources allocation and management, such as lacking generality, poor operability and hamper in popularization and so on. Furthermore, the application procedure is proposed on the bases of dynamic character, concepts, frames and related theories as well as technologies, which could provide new methods and guidances for water resources sustainable and efficient utilization, social and economic stable development as well as the effective implementation of the most strict water resources management system.
