| 摘 要： | 随着城市化进程的发展,暴雨内涝对城市的压力日趋严峻.广州市已将暴雨内涝应急管理作为防汛部门的重要任务.分析了城市防汛应急管理组织体系发展现状及存在的问题,将广州市防汛应急管理组织体系发展历程划分为三个阶段,分析了各阶段的特点;提出了构建市、区、街、社区四级联动的暴雨内涝应急管理组织体系的建议,为决策提供参考.

| Abstract: | In the process of urbanization development, rainstorm waterlogging has placed increasing pressure on cities. Emergency management of rainstorm waterlogging turns to be a key task of flood control headquarters of Guangzhou City. The development status and problems with institutional system in the city flood emergency management are evaluated. The development stages of organizations for emergency management are divided into three stages. The characteristics of each stage are analyzed. On the basis of the above, a four-stage organizational system of city- district-residence-community is proposed for emergency management of rainstorm and waterlogging, with relevant recommendations for the reference of decision-makers. |
