| 摘 要： | 全球气候变化影响人类生存和发展,降低碳排放已成为国际社会共识。我国政府也明确提出了节能减排目标,走低碳经济之路已成为我国经济社会发展的必然选择。低碳经济时代是加快水利改革发展的重要时期,水能作为清洁能源加快开发意义重大。阐述了我国低碳经济与水能资源开发的关系,分析了我国水能资源开发优势,并就低碳经济时代科学开发水能资源提出意见建议。
