| 摘 要： | 南美洲在洪涝灾害的综合应对中取得了一些经验,在借鉴这些经验的基础上,结合我国洪涝发展态势,指出在我国未来洪涝灾害综合应对中,需形成＂与洪水共存＂的基本理念,在降低社会和自然生态系统脆弱性的同时,适度承担风险;以洪涝灾害风险管理为核心,加强应急管理,强调综合管理;合理进行土地利用规划,重视城市洪涝灾害发生的风险;工程措施与非工程措施相结合,重视非工程措施的长远效应;充分利用信息技术,提高预警预报能力;拦沙清淤与泥沙资源化相结合,提高河道及区域洪涝调节能力;建立政府—企业—公众共同参与的管理模式。 |
