论构建国家水环境安全保障体系

从构建良性运行的水环境，支持经济社会可持续发展的目标出发，对比分析了我国与西方发达国家在水环境保护方面的差距，分析了水环境安全保障体系的理念和构成，通过从流域、区域、城市、农村、工程五个角度揭示我国水环境安全存在的重大问题，提出从常规与应急两方面构建水环境安全保障体系以及近期应采取的对策。

How to Set up National Water Environment Safeguarding System

Analysis on the weaknesses of China comparing to some developed countries in water environment protection is made, aiming at creating a healthy life of water environment for supporting a sustainable development of our economy and society. The conception of creating a water environment safeguarding system was analyzed. Major issues related to water environment safety are addressed in the respects of river basin, region, urban and rural, engineering areas. It is proposed to have both routine and emergency safeguarding systems for water environment protection, and approaches need to be taken recently.
