摘    要:以内陆干旱区水资源概况、生态问题现状为出发点,从水权制度和水资源管理制度的融合、"三化"的发展方向、分级分解指标等三个方面探讨了最严格水资源管理在内陆干旱区实施亟须解决的部分问题,并提出了一些看法;分别介绍了内陆干旱区实施最严格水资源管理制度关键技术五项专题所做的工作,提出了现阶段认识到的问题和看法,并对目前不足或需要改进的地方进行了回顾;部分完善了干旱区最严格水资源管理制度理论体系和研究方法,可为我国尤其是干旱区最严格水资源管理制度的实施提供一定的科学依据和借鉴意义。

Abstract:Some issues related to implementation of the most stringent water resources management in inland dry areas are examined, in term of three aspects of integration of water right system with water resources management system, trend of new-types of industrialization, urbanization and modern agriculture development, as well as grading and decomposition of index, with consideration of current situation of water resources utilization and ecological problems in inland dry areas. Introductions are made on five special subject studies and suggestions are made for further improvement, which offer methods for making studies and means of improving theoretical base of the most stringent water resources management system. It also provides a scientific basis and reference for other dry areas for a more strict water resources management.
