| 摘 要： | 节水型社会建设是解决我国水问题的战略选择。首先,讨论了节水型社会建设的内涵与基本特征。其次,在大量社会调研的基础上,依据节水型社会建设的内容、范围与层次,系统地提出节水型社会建设的“国家-区域-基层(CRL)”模式的基本框架。最后,进一步对国家模式、区域模式和基层模式的主要特征进行了细致深入的分析,指出C模式是节水型社会建设基本理念的具体体现,R模式和L模式是C模式在我国当前以及未来一个时期节水型社会建设实践的重点。

| Abstract: | The establishment of water saving society is the strategic option for solving water problem in China. First inherent and main features of water saving society establishment is discussed. Then a basic framework of CRL was presented for the establishment of water saving society in accordance with the content, scope and level of water saving society establishment. Finally, main features of models at country, region and local levels are studies in detail. It proposed that C-model reflects the basic thought of water saving society establishment, and R-model and L-model are the focus of practicing water saving society establishment both currently and in the future. |
