| 摘 要： | 防汛抗洪工作已引起全社会的广泛关注。以《中华人民共和国防洪法》为依据，从防汛责任制、行政首长负责制、防洪规划、防洪调度、建设和保护好防洪设施以及应用非工程措施等方面阐述了防汛抗洪工作的社会性和全民参与的必要性。

| Abstract: | Flood control has been noticed by the whole nation.This paper stated the social feather of flood control and the necessity of all people participating based on the system of job responsible of flood control,the system in charge of administrative leading cadres,flood control plan,flood control dispatch,construction and protection of flood control installations.and non engineering measures. |
