摘    要:分析福建闽江“98·6”暴雨洪灾的主要特点:降雨历时长,暴雨强度大;过程洪峰多;灾情重.灾后反思,存在的主要问题是:城市防洪能力不足;基础设施脆弱;应急交通、通讯手段和救生器材不足.主要对策是尽快实施福建省防洪减灾工程计划,内容包括:千公里江堤建设;水利工程加固建设;防洪蓄水工程建设;防汛指挥系统建设;主要江河洪水预警报体系和大中型水库水文自动测报系统建设;河道综合治理;水文基础工程建设;千里海堤强化工程建设;中尺度灾害性天气预警体系建设;生物防御体系建设

Abstract:The characteristics of the flood disaster of Minjiang River in June 98 caused by serious storms are analyzed,including long rainfall duration,large intensity of storms,frequent flood peaks,etc.It is pointed out that the flood control capacity along the river is not sufficient,the fundamental facilities are poor and emergent communication means and life saving appaliance are insufficient.It is suggested that effective countermeasures stipulated in the Flood Control and Disaster Reduction Program of Fujian Province should be taken without delay.The countermeasures mainly include building river dykes along the river banks,enhancing water conservancy facilities,speeding up the construction of flood control projects,establishing flood control command systems, setting up food control and prediction systems,and automatical hydrological observation systems,enhancing sea beach flood control construction,and establishing biological protection systems.
