| 摘 要： | 西北地区的社会发展水资源是关键，而西部水土资源的分布不均匀使得该区生态环境十分脆弱，一旦遭到破坏，恢复将是十分困难的事。本文从水资源的条件分析了过去西部发展与生态的变化，得出西部的发展应以生态环境和水资源的可容量为限制，不可盲目发展而贻祸后人。 |

| Abstract: | As water resources is the key of Northwest social development, the uniform distribution of water and soil resources makes the ecological environment very weak, once it is destroyed, the retrieve is quite difficult. The past western development and ecological vary is analyzed with water resources condition. The conclusion is that west development should not blindness, but according to capacity of ecological environment and water resources. |
