| 摘 要： | 针对目前西部水电开发中水库大坝建设与生态环境保护之间日趋尖锐的矛盾,讨论了在现有科学技术条件和社会经济发展水平下,如何最大限度地保护(或不破坏)现有生态环境,合理地开发利用中国西部水电资源;提出水电资源开发与生态环境保护应是一种平衡的关系,其基础应为社会经济与科学发展水平,即不管是水电资源开发或生态环境保护,都应与当代社会经济与科学发展水平相适应,不能只顾经济利益而不保护环境,也不能只讲保护而不予开发。

| Abstract: | Aimed at the more and more incisive contradiction between dam construction and ecological environment protection in hydropower development of west China,the article discusses how to protect(or not destroy) present ecological environment as far as possible at the time when hydropower resources of west China are reasonably developed under present science and technology conditions,and social economic development level.The result is that hydropower development and ecological environment protection is a balance relationship at certain development level of science and social economy. |
