摘    要:在全国全面开展节水型社会建设试点的背景下,在干旱区水资源的有限性和社会经济发展对水资源需求量不断增长这对矛盾日益突出的现实下,以干旱区为边界,在干旱区已实施的节水措施和建立节水型社会的前提下,为使有限的水资源更好地满足社会经济发展对水资源的需求,用灰色关联度多目标求解方法为手段,建立多目标协调模型,通过多方案比选,确定社会经济各子系统需水量.在上述基础上,以宁夏为例,在水资源总量一定的前提下,用协调模型计算出宁夏工业、农业、生活用水总量,为宁夏水资源总量控制和定额管理相结合、水量分配方案实施、水资源激励机制建立等水资源管理措施的实施,提供理论依据和数据支撑.
