| 摘 要： | 筹建及准备是水电建设的重要环节,2005年1月《关于加强水电建设环境保护工作的通知》的发布,填补了该阶段环境管理的空白,促进了施工期环保措施的落实,但实施过程中也出现了一些问题。通过对水电资源丰富的西南地区数个水电项目"三通一平"等工程实施情况的调研,针对水电建设项目的筹建及准备阶段分析环境影响及"三通一平"等工程环评审批中存在的问题,提出了筹建及准备期环境管理的优化建议。
