| 摘 要： | 实施小水电代燃料生态保护工程是党中央、国务院从保护生态环境、解决农民当前生计和长远致富的战略高度作出的英明决策,是以人为本,科学发展观的具体实践.为贯彻落实党中央、国务院的指示精神,2003年底全国小水电代燃料工程在四川广安正式启动.列入试点建设的有26个项目,涉及山西、广西、四川、贵州、云南等5个省(区)的26个县(市).
