摘    要:GEF海河流域水资源与水环境综合管理知识管理系统是GEF海河项目的核心内容之一,是海河流域水资源和水环境管理信息的存储、管理和共享交换中心;利用先进的3S(GIS/RS/GPS)和IT技术,建设流域水资源与水环境知识共享平台,实现海河流域水利与环保部门之间的信息交流与共享;以遥感监测ET为管理措施、水功能区为管理单元、水权为管理核心、模型为支撑工具、取水许可与排污许可为控制手段,构建海河流域水资源与水环境综合业务管理系统;该系统的建设为加强海河流域水资源与水环境综合管理,促进各级水行政管理部门间的协调合作,改善海河流域水资源与水环境状况提供了重要的技术手段和成功经验。

Abstract:The knowledge management system of integrated water resources and water environment management in Haihe river basin is one of key contents of GEF Haihe river project,it is the exchange center of information storage,management and sharing for water resources and water environment management in Haihe river basin.By advanced technologies of 3S and IT,water resources and water environment knowledge sharing platform for the river basin was established to realize information exchange and sharing between departments of water resources and environment protection in Haihe river basin.With remote sensing monitoring for ET as control measures,water function area as administration unit,water rights as administration core,model as supporting tools as well as water abstraction license and pollution discharge permit as control means,the integrated service management system for water resources and water environment management in Haihe river basin was set up.The system provides important technical means and successful experiences in strengthening integrated water resources and water environment management,promoting cooperation among water administration departments at all levels,and improving water resources and water environment status in the river basin.
