现行水电工程移民人口界定方法的合理性分析

水电工程移民生产安置人口计算方法是根据征收耕地面积与人均耕地测算，计算范围包括水库淹没影响区和枢纽工程建设征地区两部分，不考虑受淹城（集）镇新址建设区、农村移民安置区、专项设施迁（改）建区。2006年以来，国家新的水库移民政策和有关省（区）长效补偿移民政策出台后，移民在诸多方面享受着较为优厚的待遇，但同时也产生了新的问题，在一定程度上影响了移民安置规划的实施，影响水电工程的顺利建设和当地社会的长治久安。因此，研究并调整水电工程移民人口界定方法已成为当务之急。

Analysis of the rationality of available definition method of resettlement population for hydropower projects
