怒江上游水电开发环境影响评价与方案比选

摘    要:根据怒江上游水电梯级开发的工程特性和环境特点,建立了怒江上游水电梯级开发环境影响综合评价指标体系,采用德尔菲法对指标打分,并首次采用改进的熵值法对指标分值计算。结果表明,怒江上游水电梯级开发规划中方案3为环境最优方案,这与规划环境影响评价结果相一致,说明该方法合理有效,为水电梯级开发规划的方案比选提供了科学依据。

Abstract:In accordance with engineering characteristics and environmental features of cascade hydropower development at upstream of the Nujiang River,comprehensive assessing indicator system for environmental impact by the development is established.Delphi Method is applied to score these indicators.And for the first time the improved Entropy Method is utilized to calculate these scores.The calculation results show that the program three scheme in the planning of the cascade hydropower development at upstream of the Nujiang River is the optimum one.This is consistent with the result of the environmental impact assessment in the planning.It can be stated that this method is reasonable and effective.This provides scientific basis for scheme selection of the cascade hydropower development planning.
