| 摘 要： | 黄河上游(青海境内)在仅占黄河流域23．8％的面积上产生了黄河50．2％的年径流量，对黄河流域水资源可持续开发利用具有决定性影响。针对水资源特点、开发利用现状和存在的主要问题，提出了合理利用水资源、保护生态环境对策和措施。

| Abstract: | The Upper Yellow River in Qinghai, with a drainage area of 23.8% of the whole valley producing 50.2% of the whole river's annual runoff, plays a decisive role in sustainable exploitation of the Yellow River water resources. Considering the characteristics of water resources, developing status and main problems existed, the measures are put forward for properly exploiting water resources and protecting ecological environment. |
