梯级水库防洪标准选择的方法体系分析研究

摘    要:在给出梯级水库和梯级水库群的定义基础上,对水库防洪标准的含义进行了分析,比较了国内外防洪标准的异同,指出了其不足。根据梯级水库防洪标准选择的主要影响因素和特性,提出其选择的3种方法体系:继承与完善——基本体系、创新与确立——决策体系和继承与创新——基本与决策混合体系,对3种方法体系的内涵和要求进行了分析研究,初步探讨了如何统筹考虑河流梯级水库群的设计洪水标准、保证梯级水库群的防洪安全问题。
