摘    要:海河流域素有“十年九旱”的说法,是我国水资源短缺问题非常严重的地区.根据海河流域1951~2001年的逐月降雨资料和历史的灾情文献记载,采用游程理论识别拟定了适合海河流域干旱状况的干旱指标,并用该指标分析了海河流域典型干旱年份的旱情区域分布特征,给出了各等级干旱的区间分布.结果表明干旱现象具有明显的地区差异,不同地区在干旱规划管理中应采取相应不同的措施.

Abstract:The Haihe River basin is one of the droughtiest areas in our country.Based on monthly rainfall data from1951to2001and historical literature of drought disaster,the paper used the run analysis theory to identify drought phenomenon,and studied out a drought index RDSI fitting in with the drought situation in Haihe River basin.Therefore,the distributing character of some drought areas in typical drought years was analyzed through the drought index RDSI in Haihe River basin.The results indicate that the drought degree has evident regional differences.The droughtiest areas of Haihe River basin are the southwest regions and middle regions that include Handan,Xingtai,Shijiazhuang,Baoding,Hengshui and Changzhou.The different drought areas should take different measures in drought planning and management.
