摘    要:2013年,松花江流域发生1998年以来最大流域性洪水,嫩江尼尔基水库以上、第二松花江上游先后发生超50年一遇特大洪水。文章介绍了2013年松花江流域气象水文特点、暴雨洪水特性和骨干水库调度依据,对松花江流域骨干水库洪水调度过程中的关键环节和问题进行了综合分析,提出了具体解决措施,并对流域骨干水库洪水调度中的有关问题进行了深入思考。

Abstract:In 2013, the maximum river-basinal flood since 1998 occurred within Songhuajiang River Basin and catastrophic floods with recurrence period of 50 years happened in the upstream area of Nierji reservoir on Nenjiang River and along the upper reach of Second-Songhuajiang River respectively. The hydro-meteorological features and the storm-flood characteristics of Songhuajiang River Basin in 2013 and the basis for the operations of the key reservoirs therein are described herein, and then the key-links and the problems during the flood control operations of the key reservoirs in the river basin are analyzed and the specific solving measures for them are put forward as well. Meanwhile, the problems occurred in the flood control operation of the key reservoirs are also deeply considered.
