摘    要:考虑水源可供水量、经济社会需水、生态环境需水等约束条件,建立了区域多目标的水资源优化配置模型,利用GAMS(General Algebraic Modeling System)系统进行求解,重新调整和优化了引大济湟工程受水区水量分配总体格局。进而,估算了工程投资规模,以支撑湟水干流全面建设小康社会和实现东部城市群跨越式发展,为湟水干流城镇化、工业化和产业化发展新战略提供安全的供水保障,并充分发挥和提高引大济湟工程经济社会与生态环境等综合效益。

Abstract:Under the consideration of the restriction conditions such as the available water supply,economic-social water demand,ecological water demand,etc.,a regional multi-objective model of water resources optimal allocation is established,and then the general layout of the water allocation for the reception basin of Datonghe River-to-Huangshuihe River Water Diversion Project is readjusted and optimized based on the solution with GAMS(General Algebraic Modeling System).Furthermore,the investment scale of the project is estimated,so as to support the overall building of the moderately prosperous society and the realization of the great-leap-forward development of the eastern urban group therein along the mainstream of Huangshuihe River,and then provide the safety guarantee of the water supply for the new development strategy of the urbanization,industrialization and agricultural industrialization along the river,furthermore,fully exert and enhance the comprehensive benefits of the socio-economy and the eco-environment from Datonghe River-to-Huangshuihe River Water Diversion Project.
