山区河流洪水致灾因素及其治理对策

我国江河防洪体系中，山区河流的防洪能力建设是一个薄弱环节，导致我国每年山洪灾害在各类灾害中占有很大比例。给人民生命和财产安全带来巨大威胁。本文讨论了山区河流洪水致灾的因素：降雨、地形地质条件、人类活动影响、水利工程设施等四个方面。以及各个因素与山区洪水灾害之间的联系。在此基础上。又讨论了山洪灾害的治理对策。即加快进行小流域综合治理、进行工程措施、设立山洪灾害预警系统等三个方面，对每个方面进行了探讨。最后。提出了我国在此方面的不足，即对山洪发生的机理或过程的研究还尚不成熟、缺乏人才和关键技术等。通过本文的论述。以期为山洪灾害防治提供参考。从而更有效、彻底地为解决山区河流洪水致灾的系列问题．
