完善山西省改革水价的几点建议

本文概述了我省改革开放以来 ,大中型水利工程供水水价进行的三次改革 ,对巩固发挥水利工程效益 ,促进节约用水 ,取得了一定的成效 ,但还存在水价偏低问题 ,造成水资源浪费 ,要按照社会主义市场经济的供求关系和成本变化及时调整 ,建立有利于工农业发展的水价机制和管理体制 ,妥善处理好农业水价改革和农民承受能力的关系 ,为此 ,提出了完善山西水价改革的几点建议

Several Proposals on Improving Water Price Reform of Shanxi Province

The water-supply price reforms,three times for the large and medium water-conservancy projects in Shanxi Province since the beginning of the "reform and open"policy are summarized in this paper. The writers held that those reforms have played a certain role in making the most of the water-consrvancy project and in promoting water saving,however,the water price has been still so low that it has been causing the waste of water resources.The writers then pointed out that the water price should be adjusted timely according to the relationship between supply and demand under the condition of socialism market economy and cost variation,establising a water price mechanism and a management system adavantageous to the development of industry and agriculture,and the relation between the water price reform and peasants'capacity of adapting themselves to the reform should be arranged well.Finally,the writers gave several proposals on improving water price reform.
