恢复关贸总协定缔约国地位后,我们面临着机遇和挑战。为确保化学工业持续发展,我们应采取以下对策:①强化市场和国际竞争意识,主动参与国际循环;②实行差别税率,合理设计关税;③建立化工出口基地,大力发展外向型经济;④对化工产品进行适应性调整,促进化工产业结构的高级化;⑤科研开发由仿制向刨制转移;⑥加强经济法规工作;⑦保障企业自由发展。

Resuming membership of GATT and its related policies of chemical industry

Opportunities and challanges confronting China after the resumption of the membership of GATT. In order to maintain the sustained development of the chemical industry the following policies are suggested: 1. Intensify concepts of market economy and the international competition, and actively participate in the international recycle; 2. Exercise differential export tax rates and institute rational tariffs; 3. Set up chemical export bases and vigorously develop foreign-oriented economy; 4. Readjust the chemical product mix and update the chemical industrial structure; 5. Carry out the transition of R&D from merely imitation to creation; 6. Strengthen economic laws and regulations; and 7. Ensure the free development of chemical enterprises.
